Distributed Generation (DG), Demand Side Response (DSR) and the National Connections Framework (Electricity)
The National Connections Framework for electricity (NCF) will form a new Chapter 5A of the National Electricity Rules and is being implemented in conjunction with the National Energy Customer Framework.
In part, the NCF seeks to streamline the connection processes for non-registered embedded generators, such as residential solar.
Summary of relevant DG and DSR provisions
Aspects of the Draft Rules that seek to address barriers to DG and DSR include:
- Requirements for distributors to propose standing offers for basic micro embedded generation (e.g. residential solar) connections for retail customers
- The ability for distributors to propose additional standing offers for other types of standard connections, including for embedded generators.
- The establishment of a separate, simpler, negotiating framework enabling any retail customer or non-registered embedded generator to negotiate a connection with a distributor, if they wish.
- Providing access to cost-effective, accessible dispute resolution processes.
